U.S. Congressman. He graduated with a law degree from University of Nebraska, in 1939, was a special agent for the Federal Bureau of Investigation, (1939-44) and was an officer in the US Naval Reserve, (1944-46). He was a lawyer in practice and an assistant US Attorney, (1949-51), when he relocated to California. There, he was a delegate to Democratic National Convention, in 1968 and a member of the California State Senate, (1967-71). In 1971, he was elected as a Democrat to the Ninety-second Congress and to the next five succeeding Congresses, serving until he resigned in 1982. He was an associate justice for the California Court of Appeals, until his death at age 83.
