Leo was the fifth of the six children of Benjamin F. Stuart II and Mary Louisa Wellman Stuart. He was born on the Highland Farm, southeast of Rushville, MO in the Sugar Creek community, on June 21, 1901. His older siblings were Claire Elizabeth (Caudel), Jessie Mary (Turpin), Ben Wellman, Blanche Irene (Beitzel) and his younger brother was Julian Edison. A half-sister, Crystal Stuart, died before Leo was born. Leo's father was a four-term representative from Buchanan County in the Missouri Legislature, serving one term as Speaker pro tem.

Leo was married to Lucinda "Cindy" Bellis July 15, 1919. She died in August 1964 and is buried in the Stuart plot in the Sugar Creek Cemetery, southeast of Rushville. Their children: Lucille, Helen, Leo Jr., Kenneth, Rex, Mary and Ronald.

Leo married Amanda Frakes, of Rushville, several years after Cindy's death. He farmed in the Sugar Creek community when his family was young, and later moved into Rushville and worked on the railroad. He was a member of the Rushville Christian Church and had served as town councilman and mayor of Rushville.
