The son of John and Lydia (Manes) Simmons, he settled in Marion Township, Kansas at a place called "The Hill" or Simmons Point. Husband of Elmira (nee Dodder), father of sons Vernum P., Charles E. and daughter Mary Simmons Thompson.

"Mr. P. A. Simmons, one of the best known and most popular men of Marion township, died last Monday and was buried on Tuesday at the Dodder cemetery. He was a man of exceptional qualities, energetic, honest; a good neighbor and an upright citizen and his loss will be a severe blow to the community.
