Premier of Ontario, Canada. A member of the Conservative Party, he served as Ontario's 9th Premier from July 1923 until December 1930. Born in Kemptville, Ontario his father was an Ontario politician. After attending the University of Toronto and Osgoode Hall Law School in Toronto, Ontario, he received his law license in 1894 and established a law practice in Kemptville. In 1905 he entered politics and was elected to the Legislative Assembly of Ontario and served as Minister of Lands, Forest, and Mines from 1914 until 1919. In July 1923 he was elected Premier of Ontario. The following year, his government narrowly vetoed prohibition which allowed for the sale of beer with an alcohol content of less than 4.4 percent proof. In 1927 his government was successful in repealing the Ontario Temperance Act and it was replaced by the Liquor License Act, permitting controlled sales of alcohol in government-owned stores. In December 1930 he resigned as Premier to become Canada's High Commissioner in London, England and was succeeded by George Stewart Henry. He served as Chancellor of University of Western Ontario in London, Ontario from 1945 until his death. He died from heart failure at his home in Toronto, Ontario at the age of 75.
