In the 1900 Federal Census of Township 2, Chickasaw Nation, Indian Territory, he appears with his father and siblings. The household included: William J Bland, age 22, born December 1872 in Tennessee to parents from Tennessee, married two years, a farmer; William's wife Lena Bland, age 19, born April 1886, married two years, no children, born in Tennessee to parents from Tennessee; his father, Jessie W Bland, age 45, Widower, born October 1854 in Tennessee to parents from Tennessee; Joseph D Bland, age 18, born December 1881, born in Arkansas to parents from Tennessee; and Lenara, age 16, born May 1884, sister, born in Arkansas to parents from Tennessee.

He married Mary Vandiver on June 5, 1904. They had one child, Herman Doyal Bland, and appear in the 1910 Federal Census of Lexington, Cleveland County, Oklahoma. The household included: J D Bland, age 29, married once for five years, born in Arkansas, a farmer; Mollie Bland, age 23, married once for five years, one child; Doyal Bland, age 2, born in Oklahoma; and Creed King, age 14, a farm hand.

He remarried after Mary's death. When he registered for the WWI draft in September 1918, he listed his nearest relative as Ethel Bland. He stated that he was blind in his right eye.
