Billie Monroe Snyder was born on August 13, 1928 in Fresno, California. His parents were Buckley Monroe Snyder (aka Robert M. Dupes) and Nannie Dorothy Crane. He had an older brother, Johnny, and a sister, Bonnie. As a young boy, his family moved to Modesto, California where he lived until he was 18 years old. Billie preferred to be called "Bill" sometime around Junior High School age and he stayed with "Bill" the rest of his life. He graduated from Modesto High School where he met his future wife, Phyllis Lee Anderson. Bill attended College of the Pacific (now known as University of the Pacific) where he received an Associate of Arts degree. He attended this school on a full athletic scholarship in track and field. After college, he enlisted in the Navy Air Corp. A few months later, he was released from active duty as the United States Air Force was created.

He returned to Modesto where he married Phyllis. They had four sons-Sydney, Blair, Bruce and Wayne. Bill worked in the canning industry in California and Oregon all of his career. He retired as an executive with Kern Foods. He and Phyllis divorced in 1976 and he subsequently married Callie Bock. He died of cancer in his seventy-forth year and is interred in the Eagle Point National Cemetery outside of Medford, Oregon.
