The funeral will be at 3 p.m. Saturday in Stuhr's Downtown Chapel.
Burial will be in Mount Pleasant Memorial Gardens.
Mrs. Waters was born in Norway, a daughter of Johnnie H. Baltzegar and Mattie Fogle Baltzegar.
She was a member of the Order of the Eastern Star and was an active member of Citadel Square Baptist Church.
She was the widow of L. Layne Waters.
Surviving are two sons, C.L. 'Mack' Baltzegar of Greenwood and L. Layne Waters Jr. of Columbia; two daughters, Barbara B. Jones of Greenville and Millie F. Stanton of Santa Ana, Calif.; a brother, J.W. Baltzegar of Charleston; a sister, Pauline B. Hunt of Williamsburg, Va.; 10 grandchildren; and seven great-grandchildren.
