Hayes was a son of Henry R. Meriwether (1865–1944) and Viola B. Taylor (1865–1909). He married Bess M. Baxter on 21 March 1920 in Dallas, TX; they had no children.

Hayes worked for many years as a clerk for the T&P Railway.
