Francis H. "Frank" Conley, son of Maurice "Morris" Conley and Catherine Harrigan, was born on 17 November 1854 in Wauwatosa, Milwaukee County, Wisconsin. On 26 November 1854, Frank was baptized at St. Gall Catholic Church In Milwaukee, Milwaukee County, Wisconsin. His godparents were Patrick Markey and Maria A (?). (St. Gall Catholic Church Records, Image 235) Frank's death record gave the date of birth as 17 November 1855, but this cannot be correct if he was baptized in 1854.

About 1876, Francis (age about 21) married Caroline Gerl (age about 19), daughter of Henry Gerl and Caroline Schneider. (No marriage record has been found, but the 1900 census indicates they had been married for 24 years.) The couple had four children – Franklin William, Elsie Eleanor, Hettie Mae and Catherine Loraine.

In 1880, the family was living in Wauwatosa. Frank was working as a locomotive engineer. His brother, David (age 17), was living with them at that time. Frank and Caroline owned a home on Wauwatosa Avenue.

On 29 November 1906, Caroline (age 50) died in Wauwatosa. Her obituary reads: "DIED – Mrs. Carrie Conley, Nov. 29, 1906, at 8:30 a.m., aged 50 years, wife of Frank Conley, Wauwatosa Ave. The funeral will be held from the family residence at 1:30 p.m. Dec. 2nd. Interment will be at Brookfield Cemetery." (Wauwatosa News, Saturday, 1 December 1906, page 2)

After the death of his wife, Frank lived with his children. In 1910, he was living with his son, Franklin, and his wife in Los Angeles, Los Angeles County, California. In 1920, he was living with his daughter, Elsie Beck, and her husband in Chicago, Cook County, Illinois.

On 8 April 1922, Frank died in Evanston, Cook County, Illinois. Frank is buried next to his wife, Caroline, at German Evangelical Cemetery in Brookfield, Waukesha County, Wisconsin.
