Isabel Alice Ballard was born on August 26, 1883 in the picturesque town of Grafton, Utah on the banks of the Virgin River. She was the daughter of James Monroe and Susanna Cuthilda Draper Ballard. She moved with her family to Hurricane Utah, where they relocated after the building of the Hurricane Canal. James Ballard dismantled his home in Grafton, numbering each board and rebuilt it in Hurricane. Belle's father left the family home to Belle when he died on May 4, 1925. She lived on her own, until she was placed by her family in the American Fork Training Center, in American Fork, Utah on February 24, 1948, at the age of 54. They were unable to care for her any longer. She begged her family to let her here come home to Hurricane, but she was left there, where she died 12 years later on May 1, 1950. She was finally taken home and buried in Hurricane, Utah, near her family.
