He was the son of German immigrants, Casper Henry Hartlage, and his wife Elizabeth Johanna (Hundorf). He married Elizabeth Wehner on August 17, 1865 at St. Andrew Catholic Church, Jefferson County, Kentucky. They had 14 children.
He served in Company B, 1st Battlion, Provost Guard of Louisville, Union Army, from October 8, 1861 to October 4, 1862. He died from myocarditis and senility.
His obituary from the June 11, 1924 Louisville Herald:
Joseph Hartlage, age 89, retired gardener died at 10:30 o'clock yesterday at his residence on Cane Run road. He was a Civil War veteran and a member of the Knights of Columbus and St. Joseph's Orphan Society. Eight sons, four daughters, fifty-three grandchildren and fourteen great-grandchildren survive him. The funeral will be held at 8:15 o'clock Friday morning at the residence and at 9 o'clock at St. Denis Church. Burial will be at St. Louis Cemetery.
