George Hoover was the third of six children born to Christian and Maria Barbara (Harmon) Hoover on May 24, 1799, in Armstrong County, Pennsylvania. He married Mary Repine the daughter of Christopher and Catherine Repine about 1825 and together they had at least seven children: Christopher, Joseph, Lucinda, Isaac, George R., John, and Mary C.

He served in the Pennsylvania Volunteer Heavy Artillery, Company B, 6th Pennsylvania Regiment, during the Civil War.

He died on January 13, 1878, and was buried in St. John's Lutheran Cemetery near Sagamore, Pennsylvania.
