Colonel Waliington, at the time of his death, was the Assistant Commandant, Enlisted Men's School, Eastern Signal Corps Schools. He was responsible for the direction of the Enlisted Men's School during the period of its expansion.

His previous service included:

Cadet at the Military Academy from July 1, 1920 to June 12, 1924 when he graduated and was promoted in the Army Second Lieutenant, Signal Corps.

Fort Monmouth, New Jersey, with the 15th Signal Service Company from September 12, 1924 to May 15, 1925.

Reserve Officer's Training Camp and Citizens' Military Training Camp until September 15, 1925; Motor Transport Officer to May 31, 1926; ROTC and CMTC to September 10, 1926; student officer. Company Officers' Course, Signal School, September 10, 1926 to June 15, 1927, when he graduated; BOTC and CMTC to September 4, 1927. Instructor in the Radio Division, Signal School, September 4, 1927.

First Lieutenant, Signal Corps, 15 August 1929, commanding 10th Signal Company, 3 March 1931.
