Born in Newlyn in January 1872 the 3rd son of Robert Chappel and Tamar Hosken. In April 1873 his family emigrated from England to the United States. The Chappel's, along with several other families from Cornwall, were recruited to by the Noble's to come to the United States to work in the new "company town" of Anniston, Alabama. Sometime before February 1878 the family returned to Cornwall as the 4th son, Robert, was born there. However, they departed again for the United States in February of 1881, arriving at Castle Garden in 5 March 1881.

Charles left Anniston sometime after his mother, Tamar, died in 1888 and came to Birmingham. He married Anna Bell Moore, daughter of Thomas Louis Moore, in 1892. In the 1893 Birmingham City Directory his occupation was "Helper" at the Birmingham Rolling Mill. By 1900 he was living in the Pratt City area and a dairy operator/milkman.

He was involved in several fraternal organizations.
- Improved Order of Red Men -- Great Keeper of the Wampum, Great Council of Alabama and officer of the Black Creek Tribe No. 36, Pratt City
- Independent Order of Odd Fellows, Star Lodge No. 288
