Elbert served as a Private First Class, 143rd Infantry Regiment, 36th Infantry Division, U.S. Army during World War II.

He resided in Sussex County, Delaware prior to the war.

He enlisted in the Army on August 18, 1943 in Camden, New Jersey. He was noted, at the time of his enlistment, as being Married.

Elbert was "Killed In Action" in southern France as part of Operation Dragoon during the war.

He was awarded the Purple Heart.

At the families request, his state of birth was added to his headstone (Maryland) instead of his state of residence (Delaware).

His brother, Pvt Phillip S Todd, also died during World War II and they are interred next to each other.
