Lloyd "L.E." Estle Rogers was born on April 2, 1898 in Prosperity, West Virginia. He was the 2nd of 12 children born to Amos Whitten Rogers, Sr. and Elizabeth "Lizzie" May Weis. L.E. graduated from Mount Hope High School in Mt. Hope, West Virginia as well as National Business College in Roanoke, Virginia.

He married Mary Merle Wiseman on December 8, 1917 in Charleston, West Virginia. Together, they had 3 children.
On August 26, 1936, he married Emma Louisa Dill in Bluefield, West Virginia. They had 1 daughter.

L.E. operated several movie theaters in West Virginia (including the Pocahontas and Temple Theatres in Welch, WV; the Palace Theatre in Davy, WV; the Man Theatre in Man, WV; etc.) and also served as Mayor of Welch, West Virginia from 1946-1950.

L.E. died on March 18, 1968 of a heart attack at Stevens Clinic Hospital in Welch, West Virginia. He was 69 years old.
