Dull was born in Cherokee Nation, Indian Territory, the son of James Blanket Downing. He married Polly Vann and they were the parents of two children, Groundhog and Lizzie. When the Civil War started, Dull served the Union with the Indian Home Guard, 3rd Regiment, Kansas Infantry. While camped near Neosho, MO, Dull became ill and died. His fellow Cherokee soldiers built him a casket and buried him near their encampment.
