US Congressman. The son of Congressman Leven Powell, he studied law, was admitted to the bar, and establised a legal practice in Alexandria, Virginia. He served as mayor of Alexandria, and later moved to rural Loudoun County, Virginia. After serving in both the Virginia State Senate and House of Delegates, he was elected to Congress as a Whig in 1840. He served a single term, from 1841 to 1843, and returned to his agricultural pursuits on his estate, "Llangollen", in Loudoun County.
