Detective Mulligan served with the Louisville Division of Police from 1919 until his death. He and Captain Edward Parr were murdered when they attempted to arrest two individuals on burglary charges. Detective Mulligan sustained fatal gunshot wounds to his chest.

The gunman was arrested and convicted of two counts of murder. He was executed in the electric chair in 1933.

Detective Mulligan was survived by a wife, two daughters and a son.
