US Congressman. Confederate Congressman. A grandson of Congressman James Mercer Garnett, he graduated from the University of Virginia in 1839. After graduating from the University of Virginia School of Law in 1842, he established a legal practice in Loretto, Virginia. After serving in the Virginia House of Delegates, he was elected as a Democrat to Congress to fill the vacancy caused by the death of Thomas H. Bayly in 1856. He served in Congress from 1856 to 1861 and then was a delegate to the Virginia secession convention. He would serve in the First Confederate Congress from 1862 until his death in 1864.
