Police who investigated the accident held Walter Sayger, 21, watchman at the crossing, on a manslaughter charge, Officers said they were informed the gates at the crossing
had not been lowered when the train approached. Officers said the crossing watchman admitted failing to lower the gates but said he was unaware of the trains approach.
