Thomas Jefferson Houskeeper was born to John Houskeeper and Elizabeth Morrow of Philadelphia, Pennsylvania. He was the first child born to them.

In 1850 the family moved to Council Bluffs, Iowa.

In 1852, they crossed the plains by ox train with Captain Harmon Cutler.

Thomas served as a private in the Utah Territorial Military Infantry during the Black Hawk War.
