He was born July 25, 1950, in Mansfield, Mo., to Claude Reed Milligan and Eunice Loretta Miller Milligan.
He lived in Ottawa.
He served in the Army.
Survivors include children, Misty Posey, Anderson, Mo., Cody Milligan, Pittsburg, and Jerace Rader, Hays; four grandchildren; a great-grandson; and sisters, Lyvonne Stewart, Waynoka, Okla., Lynette McHenry, Garnett.
The family will meet with friends 7 p.m. to 8 p.m. Friday at Feuerborn Family Funeral Service Chapel.
Burial will be 10 a.m. Monday at the Ulysses Cemetery.
