Chicago Mayor. A graduate of Kent Hill College, Maine in 1871, he attended a two-year course at the University of Bonn; spent a year studying law at the University of Wisconsin; and graduated from Union College in Chicago in 1874. He established his practice there in 1875. He was Chicago's city attorney and master in chancery before his nomination for mayor in 1891. As mayor, he presided over the development of the World's Fair (Columbian Exposition), which was instrumental in establishing Chicago as a world-class city. Additionally, he reformed the police department, worked to reduce utility rates, and strengthened the building codes. After leaving office in 1893, he was engaged in various business ventures and served on the Civil Service Commission of Chicago.
