Chicago Mayor. Born in New Hampshire, he became wealthy after founding the Heath and Milligan Paint Manufacturing Company in 1851. Prior to becoming mayor the business burned down twice, once during the Great Chicago Fire of 1871. In 1875 he was elected as a Republican as Mayor of Chicago, Illinois, serving two terms from 1876 to 1879.
