Louisa was the daughter of John L. and Jane (Plummer) Welsh. She came to Zelienople with her parents when only a few months old. After her mother's death there, her father John moved to Petersville and opened a general store.

Louisa married Peter C. McKinney about 1855 and they had three sons in quick succession:

Joseph Milton b. May 23, 1856
Lawrance C. b. Aug 15, 1857
Powel Ash b. Nov 15, 1858.

The two youngest boys died in 1859, the year Louisa also died. Her son Joseph Milton McKinney married Margaret Niklas.

Peter McKinney was a blacksmith in Petersville. His second wife was said to be Elizabeth Knox. Peter died about the year 1901.
