Wiley Douglas Fowler, Sr., was the Louisiana custodian of voting machines and the state commissioner of elections from 1959-December 31, 1979. A protege of Democratic Governor Earl Kemp Long, he was succeeded in the office, since disbanded, by his son, Jerry Marston Fowler (1940-2009). He was the mayor of Coushatta from 1952-1954 and a Red River Parish clerk of court from 1940-1952. He was Methodist. He was the older brother of State Representative H.M. "Mutt" Fowler, Sr. (born 1918). On his death, "Mutt" Fowler will be interred at Springville Cemetery beside his wife, Katherine Posey Fowler (1917-2007) and a daughter, Katherine Ann Fowler (1946-2006). Another Fowler brother was John M. Fowler (1912-1990).

Douglas Fowler is interred beside his wife, Abbie Marston Fowler (1906-1976) and older son, Douglas Fowler, Jr. (1938-1997). Jerry Fowler was cremated in Baton Rouge.
