Isaac graduated from Jefferson Medical College in Philadelphia in 1914.

He was elected as Delaware's 11th Lieutenant Governor by defeating Earle D. Willey and served with Delaware's 60th Governor " Walter Wolfkiel Bacon " from January 21, 1941 to January 16, 1945.

He served as a delegate to Democratic National Convention from Delaware in 1944.

He was unsuccessful in his attempt in 1944 to become Delaware's 64th Governor being defeated by incumbant Governor Walter Wolfkiel Bacon.

Son of Orlando L. and Mary Ella James MacCollum.

Widower of Marion Maclay MacCollum.

They had no children.
