Terry was raised in Womelsdorf, PA, and entered the United States Military Academy at West Point with the Class of 1961, graduating in June of that year. He chose Armor as his branch and was later selected to attend the British Royal Armour School of Tank Technology in Dorset, England. He served one tour in Vietnam, where he was awarded the Bronze Star. His last tour of duty was in the Office of Personnel Management, where he was awarded the Legion of Merit.

Terry earned a Masters Degree in Industrial Engineering from the University of Illinois in 1972. He retired from the Army in 1982 with the rank of Lieutenant Colonel. Following his retirement, he extended his experience with armored vehicle concepts and research by working for the Land Systems Division of General Dynamics for 14 years.
