James was the son of James O. Davis Sr and Rosa Tyler Davis. He was educated in the Houston County School System. He served in the US Army and after receiving his Honorable Discharge, he relocated to New Jersey where he was employed with Shasta Soda Company. After returning to Georgia, he was employed with Medusa Cement Company for 16 years. He was a member of Piney Grove Baptist Church in Kathleen, Georgia where he served on the Usher Board.
He married Lucille Turner Davis with whom he raised 2 daughters and a son. He later married Louise Waters Marshburn Davis.
