s/o Rev. Jesse Moreland / Susan Robertson - he was the youngest of 9 children.

In April 1860, he learned the printer's trade in the office of the "Oregon Farmer" in Portland. After serving 3 years he secured a position as printer at the "Oregonian". He attended, at intervals, the "Portland Academy". His studies were interrupted in 1864 when he accepted a position for foreman under Henry Lewis Pittock, state printer at Salem. He graduated from the Portland Academy Jul 1865.

In 1867 admitted to the bar in Washington Territory. While in Idaho he secured a position at the Idaho Statesman. In July 1868 he returned to Portland and for a few months served as foreman at the "Oregonian". In 1872 he was elected a member of the Common Council, in 1885 he was appointed City Attorney resigning after 5 years. In 1885 he was appointed County Judge of Multnomah County, by Governor Zenas Ferry Moody.

An ardent Mason of the degree of Knight Templar, and was accepted in various positions of prominence in the order. Was Senior Grand Warden of the Grand Lodge of Oregon. In 1887 he was the Grand Orator.
