Ten years later, he was named Chaplain of His Holiness with the title of Monsignor, Canon of the Reverend Chapter of Piacenza and Chancellor of the Diocese. Graduating in canon law from the Pontifical University of St. John Lateran in Rome, in 1983, he was named Domestic Prelate of His Holiness.
Parish priest of Sant'Antonino in Piacenza, in 1984 he was named Vicar General of the Diocese.
At 65 years of age, he was appointed Bishop of the Diocese of Fidenza by Pope John Paul II following the retirement of Monsignor Mario Zanchin. He received his episcopal consecration on September 17, 1988, from his elder brother, Archbishop Luigi Poggi (1917 - 2010), who shortly afterwards was named Archivist of the Vatican Secret Archives, Librarian of the Vatican Library, and Cardinal Deacon of the Deaconry of Santa Maria in Domnica, assisted by Bishop Antonio Mazza, and the named Monsignor Zanchin.
During his brief episcopate, Bishop Poggi acted as co-consecrator in the episcopal ceremony of Monsignor Carlo Caffarra, who would later become Cardinal Archbishop of the Metropolitan See of Bologna.
Bishop Carlo Poggi died suddenly while still in office on September 7, 1997, aged 74, in an ambulance whilst being transported from Caorso, where he had gone to visit his sister, to Fidenza. He was succeeded by Monsignor Maurizio Galli.
