In 1828, Jacob K. and his uncle Jacob, also referred to as "Jacob the Elder", signed and recorded at the Huntingdon County Court House a land release that established formally the Neff Cemetery. Jacob gave up farming between 1823 and 1824 most likely due to poor health. He moved to Petersburg and from a notice in the Huntingdon Gazette, November 25, 1824, purchased a tavern from David McMurtric called the Gen'l Washington. Jacob and family lived there until his death in 1829. In his will he directed his farm to be rented, the "store" and personal possessions to be sold, debts paid, and a comfortable and suitable house built for his widow and family."

From proceeds a comfortable house is to be built for wife, near the springhouse and stables on the farm. Brother John Neff be guardian to two eldest children, John A. and Henry K., and brother Henry Neff to be guardian to the two youngest children, Edwin W. and Frances Ann. Executors: brothers John and Henry Neff. Witnesses: Thomas Telfers, Jacob Neff Jr.
