Born in Brunswick County on March 9, 1921, he was a son of the late Hubert and Martha Elizabeth Hewett Mintz. He was a retired dredge boat leverman. Mr. Orba was a member of Old Shallotte Baptist Church. He was preceded in death by his wife Aleph Somersett Mintz.

Funeral services will be conducted at 11:00 AM, Wednesday, January 28, 2009, in the Chapel of Brunswick Funeral Service by The Reverend Landis Lancaster. Entombment will follow in the Mintz Cemetery.
