He attained his BA from Beloit College and received his law degree from Harvard Law School in 1937. He was a law professor at the University of Iowa and Northwestern University and practiced law, prior to serving as Undersecretary of Labor at the beginning of President Kennedy's term in 1961. In 1962, he was promoted to Secretary of Labor when Arthur J. Goldberg left to serve on the US Supreme Court. During his tenure, Wirtz played an active part in strike mediation and was helpful in resolving several labor disputes. He pushed for the retraining of workers in order to reduce the amount of unemployed. After his years of government service, he resumed practicing law.
