He married Bessie Jane Elwood on Oct 23, 1948 in Olathe, Kansas. They were married by the Bride's brother, Harry Elwood.

He and Bessie have two daughters: Janece and Charla.

His parents: Samuel Orville Carter and Helen Maude Fell.

He loved to Bowl and read Zane Gray Western novels.

Charles attended High school in Salina, Kansas, until entering the Naval Reserve in 1943, serving 21 months overseas in the Pacific Area. He reentered the service in 1946, shortly after returning from overseas duty.
Charles served in the US Navy in WWII, Korea, and Vietnam.
