Grover's mother Alice Victoria Palmer, as Allie V Brown, married as her second husband to Charles Palmer on 8 Nov 1883 in Detroit, Wayne County, Michigan. She had briefly married on 5 Sep 1880 in Detroit, Wayne County, to John B. Brown. Her parents were James L. Palmer (1819 New York – 1901 Michigan) and Julia Ann Anderson (1821 New York – 1901 Michigan).

Grover Cleveland Palmer stated on his 1917 World War One draft registration card that he had been born on 20 February 1892 in Sumpter Township, Wayne County, Michigan — the southwesternmost township of Wayne County, abutting southeastern Washtenaw County, southeast of Ypsilanti Township.

Grover and his parents lived in Washtenaw County in Superior Township, just north of Ypsilanti Township, in 1900. He and Mildred were married on Thursday 3 November 1910 in Ypsilanti, Washtenaw County, Michigan, USA at Saint Luke's Episcopal Church. Their children included Kathryn Lorraine Palmer (18 Sep 1911 – 30 Aug 1990), Charles Daniel Palmer (b. 29 Aug 1913 – 15 Jun 1985) and Robert Harry "Bob" Palmer (28 Mar 1919 – 6 Jan 2003).
