Although born in Hyannis, Massachusetts, Trooper Phillips lived in Lancaster for most of his childhood. He graduated White Mountain Regional High School, Class of 1984. He served in the US Army 1985 to 1989.

Scott became a New Hampshire State Trooper in 1990, eventually being assigned to the Troop F barrack in Twin Mountain.

On August 19, 1997, Trooper Phillips was shot and killed on a traffic stop in Colebrook. He was the first of two NH State Troopers murdered that day by Carl Drega. Trooper Les Lord was shot and killed as he arrived to backup Trooper Phillips. Drega fired upon responding Colebrook police officers, then drove into town where he murdered Judge Vickie Bunnell and Dennis Joos.

Scott is survived by his wife and two children.
