Mr. Wise was a native of Jefferson, Frederick County, Md., but moved to this city when quite young.
He had been a blacksmith all his life and conducted shops in various parts of the city. For a number of years he was engaged in the Baldwin alley. He also in early life had a shop of the hill, now Summit Avenue, when it was a rock bed.
Twenty-two years ago he served one term in City Council, having been elected by the Republicans of Ward 5. He was widely known throughout the county for his fair dealings. He was a charter member of the Western Enterprise Fire Company and the last surviving one. He was a member of Washington Square M.E. Church.
Surviving are his wife, who was a Miss Flynn, and these children: Mrs. L.W. Downin, Baltimore; O.W., Williamsport; Mrs. Viola Ardinger, Roanoke; John, Mrs. Jacob Bankard, Joshua, Jr.; and Mrs. Howard R. Garlinger, this city; sisters, Mrs. Joseph Ridenour, Frederick; Mrs. Elizabeth Feaster, Martinsburg; and Mrs. Ellen Schaff, Jefferson, Frederick county.
Funeral services were held at the Washington Square M.E. Church; interment in Rose Hill Cemetery.
