Elmer was born and raised in Springfield, Missouri and Oklahoma. He worked for Phillips Petroleum in north Texas and possibly Oklahoma as a young man. A load of pipe broke loose, rolling off the truck and crushing his ankle causing him to walk with a bad limp the rest of his life.

Besides working at Brown Ship Yard during World War II, he also transported military personnel across the country by car. For awhile he operated a service station in Shepherd, Texas. In his later years he was a buyer for horses, cows, pigs across southeast Texas, working out of Port City Stockyards when it was still in Houston.

He was the father of one son, two grandchildren and numerous step-grandchildren and six step-children.

He was a member and deacon of Mt. Houston Baptist Church.
