Theodore Phillip Winters (T.P.) was born in the Texas Settlement in Preston County West Virginia to Elijah and Lydia (Smith) Winters. Theodore's father was a gunsmith and miller and when he died in 1877 he left seventeen children between his two wives. Theodore Winters married Ida Elizabeth Roth in 1891 and they had eight children, of which five survived. Theodore was a carpenter and built the Winters home in Bayard, a beautiful two story with a partial wrap around porch.

Three children born to this couple did not survive and buried in West Virginia.

Another son Ernest "Clyde" Winters #45804516 and wife Vivian (Zwisle) Winters #45804517 are buried in the Saratoga Cemetery, Saratoga, Carbon County, Wyoming.
