Franklin was the son of Harvey and Jessie Patton Rhoads of Swan Creek in Fulton County, Ohio. He had siblings: Violet, Bonnie, Maxine, and Harold. He married Eileen Gill on 26 July 1943 in Napoleon, Henry County, Ohio, and the couple were expecting twins when he was killed. Franklin served in WWII in the 749th Tank Battalion. He was killed in action near Bethany, France when his jeep was ambushed. .Franklin was buried twice in France before being brought home to Shiloh Cemetery.
