Joseph Hall was born to parents George Hall, an Englishman born in South Carolina, and Elizabeth Huey (Huie), born in Ireland but immigrated to North Carolina. Joseph married Emaline Bird (Byrd) from South Carolina. There was a brother James. The family moved to Georgia, first to DeKalb County and in 1838 they moved to northwest Georgia in Halls Valley.

Their lives were overshadowed by the War Between the States. Joseph and Emaline had five sons who marched off to war; two never returned, one was disabled by a shoulder wound, and two came home unhurt. A part of Sherman's army passed through Chattooga County in 1863-64. Homes were raided from attic to cellar, animals were driven off or killed, smoke houses were stripped. Anything the soldiers wanted they carried off with them.

Joseph and Emaline had 12 children: James E., George W., Nancy E., Elijah Daniel, Mary E., Margaret M., Joseph Marion, William Samuel, Sarah Ann, Robert Tooms, Fletcher E., and Hadessa E.

Joseph and Emaline are presumed to be buried in Hall Cemetery.
