Sam lost his own mother to typhoid fever when he was less than two years old.

He was the son of Thomas Fleming and Margaret Amanda "Mandy" Setzer. He was married to Ina Lou Fox, and they had six children.

They lost baby Jewel at birth, and Josephine was born with a severe autism-like disabilty. Sam and Iny were able to keep Josephine at home with them for most of the sixty-one years of her life, placing her only for respite care when they were struggling with problems themselves.

Sam stood by his family all the days of his life.
