Former Bishop of the Diocese of Orvieto-Todi, Monsignor Decio Lucio Grandoni was born in Todi, Italy, on April 7, 1928, and was ordained to the priesthood at 22 years of age on October 22, 1950, after concluding his studies at the Seminaries of Todi and Assisi. Parish priest of the Parish of S. Benedetto of Todi, he was successively named canon of the Reverend Chapter of the Cathedral of Todi.

Msgr. Ugo Poletti, at the time Apostolic Administrator of Todi, appointed Grandoni as Vicar General of the latter See in May 1969, and on the following July 5, was elected capitular vicar of the Cathedral Chapter by the members of the latter.

Delegate for the Pontificie Opere Missionarie, of the Pastorale per il Lavoro and of the Ricerca Socio-Pastorale, at 44 years of age, he was appointed Auxiliary of the Diocese of Foligno, by Pope Paul VI, receiving his episcopal consecration with the Titular See of Atella on September 9, 1972, from Cardinal Carlo Confalonieri, assisted by Bishops Virgilio Dondeo and Siro Silvestri.

Following the demise of the named Msgr. Dondeo, Grandoni was named Bishop of the Dioceses of Todi and Orvieto on December 12, 1974, with the sees being later united into one diocese on September 30, 1986.

Retiring from the pastoral government of his see on November 8, 2003, at 75 years of age, he was named honorary citizen of Orvieto shortly afterwards. Msgr. Giovanni Scanavino OSA., succeeded him as Bishop of Orvieto-Todi.

Throughout his episcopate, Bishop Grandoni held a very close bond with Madre Speranza, foundress of the Sanctuary and of the communities of the Amore Misericordioso at Collevalenza, presiding on February 13, 1983, her funeral Mass the named sanctuary. He would later on open and conclude the process for the cause of her beatification. He also consecrated to the episcopate, Monsignor Ennio Antonelli, future Cardinal Archbishop of the Metropolitan See of Florence and President of the Pontifical Council for the Family.

On March 22, 2006, whilst reciting an Ave Maria, at 8.30 am., Bishop Lucio passed unexpectedly away at 78 years of age. His body was laid out in state at the crypt of the co-cathedral of Todi, whilst funeral Mass was celebrated at Todi's Duomo, followed by interment inside the latter's crypt.
