Elder brother of the late Cardinal Ernesto Civardi (1906 - 1989), Former Secretary of the Congregation for Bishops and Cardinal Deacon of the Deaconry of San Teodoro, Monsignor Luigi Civardi was born in Fossarmato, within the Diocese of Pavia, Italy, on May 18, 1886, and was was ordained to the priesthood at 24 years of age, on April 17, 1911.

A renowned Leader of the Catholic Action, for years, Civardi served as Assistant of the Associazioni Cristiane Lavoratori Italiani (ACLI), being later succeeded by Msgr. Santo Bartolomeo Quadri (1919 - 2008), former Archbishop of the See of Modena-Nonantola.

Confessor to Pope John XXIII, Civardi authored numerous books, including the renowned "Manual Of Catholic Action", (1935). Other publications include "How Christ Changed The World", "A Concise Manual Of Catholic Action", and "Apostoli Nel Proprio Ambiento".

Canon of the Reverend Chapter of St. Peter's Patriarchal Vatican Basilica, at 76 years of age, Civardi was elected Bishop of the Titular See of Thespiae, by Pope John XXIII, on August 31, 1962, receiving his episcopal consecration on the following September 23.

He died on August 29, 1971, aged 85.
