Neal was born in Chetopa, Kan. on Sept. 19, 1931, the son of the late Walter L. and Ida Jane (Elliott) Parrish. His family moved to a farm outside of Arcadia, Kan., where Neal attended class and graduated from Arcadia High School in 1949.

On May 24, 1954 Neal married Dena Verlee Harris in Arcadia. He began working for the Western Insurance Company in Fort Scott. He would continue to work for the company through the mid 1960's in various capacities in Fort Scott, Lyons, and Augusta.

Later, he would start his own insurance, home loan, and real estate business; Neal Parrish and Associates. In the early 1990's Neal sold this business and was then elected to two terms as Butler County Commissioner and one term as Butler County Treasurer.

Neal was a member of First United Methodist Church of Augusta, Midian Shrine, KCCH Scottish Rite, and the Augusta Country Club. He was a past president of Augusta Lions Club, Augusta Chamber of Commerce, and the Augusta Country Club.
