Former member of the General Assembly and collector of internal revenue for the Second District of Virginia.
Elected to the house of Delegates in 1901. In 1905, he was appointed collector of internal revenue for the Second District, a position he held until 1915. A year later he was reelected to the House of Delegates and served four terms.
Known as a pioneer in the "good roads" movement in Virginia; having first presented a bill on that subject in 1901.
After leaving politics, he entered the real estate business.
He married Alelia Pollard, and has a son H. L. Lowry.
