William is the son of William Alva Phipps and Melinda Dykes. He was married to Nancy "Nannie" Jane Cook on Oct. 20, 1889 in Van Zandt County. They had six children: Fanny Josephine 1891; James Roy 1892; Julia Elizabeth Melinda 1894; Callie Etta 1897; Fred Cook 1898 and Annie Matilda 1900. William came to Van Zandt County with his parents in 1877 when he was 17. He build this home in the Rocky Point Community 1889 in which he operated the only store in the community. He also rented rooms. Rocky Point was incorporated into Wills Point in the 1950's. All of his children and most of his grandchild were born in the house. The house was torn down in the early 1990's. William married a second time to Maggie C. Wade (a widow) after Nannie died in 1915.
