From an undated article in a Rockford Paper.

Backing any constructive movement for the betterment of Rockford, Alderman W. Harold Bailey has won for himself a wide circle of friends and the respect and confidence of the community during his eleven years residence in Rockford.
Alderman Bailey was born in Lanark and attended public schools in that city. He also attended Rockford High school and during 1907-08 was a teacher in the manual training department of the high school.
For several years he was a commercial salesman in Rockford and later became identified with the Williamson Motor company. His rise in that company has been steady and a just reward for faithful and efficient service. He recently resigned from the position of sales manager of the company to assume the more responsible division of the Williamson Motor company and will specialize in Lincoln automobiles.
Elected to the city council
The firm recently opened it's new Lincoln sales room and service station on the main floor of the William Ziock building, 416-18 South Main street.
Mr. Bailey's success in the commercial field helped him win the office of alderman in the Forth ward by a large majority at the last election. He is now serving his first term in the city council and has already demonstrated his ability and agressiveness.
Prominent Clubman
He is an active member of the Chamber of Commerce, local Masonic lodges, Rockford Ad club, Rockford Lion's club, and Court Street M.E. church, and is married and resides at 1807 Cumberland street.
Rockford's list of city builders would not be complete without his name being added to the roll for he has played a conspicuous part in encouraging the growth and progressiveness of the city.
